有心想要考外交特考的朋友注意了！外交部為了提升整體外交事務的處理能力，自103年開始，所有要考外交特考的考生，都應該先具備英檢證照，才能報考。
考選部指出，英語是所有外交領事人員的基本工作語言，無論是資料收集、參加國際會議、簽證事務、談判協商等，都需要使用英語。因此未來的外交特考，考生應另附全民英檢、多益、雅思、托福或劍橋大學英語能力認證或劍橋大學國際商務英語能力等三年內取得的英檢證照。

In a bid to improve the overall efficiency in which diplomatic matters are handled, an English language certificate will become mandatory for the application of the exam starting from 2014, according to the Ministry of Foreign Affairs.
The Ministry of Examination pointed out that English is the main language used by all diplomatic and consular personnel, whether it is for collecting data, attending international meetings, dealing with visa-related matters or taking part in negotiations. Consequently, in the future, those who want to take the exam need to attach either GEPT, TOEIC, IELTS, TOEFL, Cambridge Proficiency in English Test, or BULATS certificate to their application, and the certificate cannot be issued more than three years ago.
Same as FUNDAY, the ministry also uses the Common European Framework of Reference for Languages (CEFR) as a guide for evaluating applicants English proficiency. Test takers who are in the English group ought to be at B2 level, while those in the other language groups should be at B1 level.
