(Education) Taiwan Falls Behind in English Competency

The country is trailing its Asian counterparts in terms of English proficiency.

Based on data released by the Educational Testing Service (ETS), Taiwan is lagging further behind other Asian countries in English proficiency. For TOEIC, which is one of the most commonly used tests to assess English proficiency, Taiwans average score last year was 539 V 295 for the listening section and 244 for the reading part. This was not only the lowest in the past four years, but also lower than the average score of 747 for China, 678 for the Philippines and 628 for South Korea.

According to ETS Taiwan general manager Wang Hsing-wei, the wide gap in scores between Taiwan and China can be attributed to the fact that the test is used by most international companies in China for assessment. Consequently, many of those who take the test in China are from high-ranked universities, thus resulting in higher scores.

On another note, high-school students generally performed better than college and university students, and breakdown for post-secondary education showed that university students, by and large, achieved higher scores than technical and vocational college students.
